If _STLP_NO_AT_MEMBER_FUNCTION is *not* defined, then _STL_CAN_THROW_RANGE_ERRORS *is* defined. dmc does not define _STLP_NO_AT_MEMBER_FUNCTION, and so _STL_CAN_THROW_RANGE_ERRORS is defined.
